Dear Sir,

 It was a memorable experience to hear your views on this topic. I am pleased to share a year 2002 attempt in which a number of government agencies had given a very encouraging paper response as you can gauge from the following list of correspondence:

Regrettably the ground situation in 2017 is no different from what was shared through this communication. Your discussions have given me a new ray of hope that community efforts will find a truly motivated custodian of law.

Subject: An Appeal For Enforcement Of Law (President Order No. 4 Of 1979) On Prohibition Of Intoxicants/Narcotics In Northern Pakistan.

Dear Sir.

As a socially conscious and responsible citizen, I feel deeply concerned about the widespread and unchecked currency of the substances in the region. It is submitted that manufacture, trade and use of intoxicants/narcotics of various descriptions have gained such proportions that the fate of future generations of the area are obviously at stake. Dis-coordinated efforts at community level have proved ineffective for following reasons:

Intoxicants were being smuggled from China/other regions; thanks to the recent measures taken by the Central government, for the time being this source is somewhat under control.

Some influential personalities/government servants of the region are in league with the manufacturers and active in blunting the efforts of officials at lower ladders. Honest government servants feel harassed to take any effective steps to enforce the law of the land on the topic.

There has been little interaction between the administration and the civil society to evolve a joint strategy to combat this menace.

There are damaging perceptions within the society that those responsible to combat the narcotics have developed tolerance due to obvious material advantage and possible share in the monetary benefits.

There is another perception that the government has also developed a soft corner for the use of liquor as a method in attracting foreign tourists to the region, thereby adding to the national economy.
In parts of Gilgit and Ghizar districts a campaign has been revived to sensitize the population about the ill-effects/religious injunctions on the topic and to prepare a ground for cooperation with the government in controlling this menace.

It is therefore solicited that all concerned agencies responsible for controlling this menace be reinvigorated; delinquent influentials and officials blunted/punished for their attempts in acting as shields for the manufacturers/traders/smugglers. An obvious starting step would involve issuing notices to some of the hotels which have indulged brazenly on providing attractive venues for this trade.

I hope and pray that you would take all possible steps to control and in fact, to eradicate this menace to the society and future generations. Of course I'll continue vigorously in motivating the communities as well as monitoring consistently.

Copy of this letter is also being sent to other responsible officials/community leaders for necessary information and action throughout Northern Pakistan.
