LISTEN TO MUSIC IN THE BACKGROUND

1. **Strengthen Civilian Control:**

- Implement constitutional reforms to ensure civilian supremacy over the military.

- Establish clear lines of authority and accountability between the military and civilian leadership.

- Create an independent body to oversee the military's budget and procurement processes.

2. **Promote Political Inclusivity:**

- Encourage the participation of all political parties in the democratic process, including those critical of the military's role in politics.

- Address the grievances of marginalized groups and ensure their representation in political institutions.

3. **Judicial Independence:**

- Strengthen the independence of the judiciary to ensure it can hold the military accountable for any illegal or unconstitutional actions.

- Establish mechanisms for citizens to seek legal redress against military interference in politics.

4. **Accountability and Transparency:**

- Enact laws to prevent military personnel from holding political office or engaging in political activities.

- Establish mechanisms to investigate and prosecute military officers involved in political interference.

- Promote transparency in military spending and procurement processes.

5. **Demilitarize Education and Media:**

- Review and revise curricula in educational institutions to eliminate militaristic and anti-democratic content.

- Promote media freedom and independence to ensure diverse viewpoints are represented.

- Encourage media outlets to critically examine the military's role in politics.

6. **International Pressure:**

- Engage with international organizations and partner countries to raise awareness about the issue of military interference in Pakistan's politics.

- Encourage international pressure on Pakistan's leadership to implement reforms and uphold democratic principles.

7. **Civic Education and Awareness:**

- Launch public awareness campaigns to educate citizens about the importance of civilian control over the military.

- Encourage civil society organizations to monitor and report on military interference in politics.

- Promote civic engagement and participation in democratic processes.

8. **Long-Term Reforms:**

- Support efforts to reform the military's structure, culture, and education system to promote a more democratic and professional ethos.

- Address the underlying causes of military interventionism, such as economic inequality, political instability, and weak democratic institutions.

- Implement long-term reforms to promote sustainable democratic governance in Pakistan.

9. Reforms within the army:

The problem is the overarching power concentrated in the COAS. This must be the starting point for any initiative to get the army back to barracks. The top forum, more like an echo chamber is the corps commander's one. Incentivising these LTGs to speak truth to power is the way forward. This should be done by:

A. Reminder of the terms of 'Baya' given at the 'passing out' from PMA under 48.10 of the Qur'an:

This is a portion of the entire surah. View more context or the entire surah.

B. No extension beyond 4 years for LTGs.

C. No jobs for retired LTGs for 6 years after retirement.

D. Asset declaration at the time of promotion to LTG.
E.    Revising the role and structure of ISI through Parliament - Joint Intelligence Bureau The political wing dealing with internal politics must be removed, and the position of Director General must be appointed from a professional rising within the organisation instead of serving armed forces officers.
F.  Deputation of serving military officers as MS/ADC to the president and PM must be discontinued.
10. Discontinue the role of ISI towards ACR (annual performance report) of Beaureucracy, police and civil servants introduced by the incubent PM (Mr Shebaz sharif).
