KNOWLEDGE SOCIETY INITIATIVE - Life Long Learning Centers for Developing Human Resources through free World Class Education at the Doorsteps.
DEFINITION: A knowledge society refers to a society in which the creation, dissemination, and use of knowledge play a central role in economic, political, and cultural life. It is characterized by an increased reliance on information and communication technologies and the ability of individuals to access, process, and use the information to improve their lives. The knowledge society values education, innovation, and the exchange of ideas, and seeks to create conditions that support the development and application of new knowledge to solve problems and meet human needs.

In the digital age world class education as well as skills are universally accessible as such depending on BRICK and MORTAR facilities of questionable standards will fail to prepare competitive HR for a global world. There is definite need for reorientation towards methods and facilities made accessible by technology. Readers can visit the following post to get a better idea of my advocacy:
https://hisamullahbeg.blogspot.com/2016/12/every-home-unique-world-class.html

This community-based self-help project has been initiated to provide world-class education/skills, from ECD to UNIVERSITY, as well as free medical cover to all populations in our region. I expect that many of you will participate in this endeavour through the LSO/VO/WO/Government sponsored schools and health units of various descriptions located close to your home.

"It is quite clear that both in India and Pakistan we have to find now a much more vigorous solution to the problems of education, and there are problems not only in access because the figures are very large indeed; it is also an issue of quality, and it probably is going to become an issue of curriculum. There is a national curriculum in all these situations and you have to teach the national curriculum, but there are additional needs in my view to educate the Jamat which need to be offered in our school system so that our children will be better equipped for the decades ahead. That is one priority issue we need to look at." 28TH NOVEMBER 2002.

MOOCS Are Transforming Education in India

Saying “MOOCs have taken India by storm” would be an understatement; anyone with an internet connection can now access free university classes from Harvard, Stanford, MIT to India’s own IIT (Indian Institutes of Technology) and ISB (Indian School of Business). Access to higher education in India will no longer be bound by arduous entrance exams, limits on student enrollment, or the availability of money and time. The number of internet users in India has reached 462 million (with a penetration rate of 35% of the total population), and it currently represents the second-largest national group enrolled in MOOCs after the USA. In this context, the Government of India is striving hard to leverage the potential of the higher education sector to reach more students and to build a knowledge-based society through more intensive and optimized use of technology.
The Ministry of Human Resource Development (MHRD) has introduced the National Mission on Education through Information and Communication Technology (NMEICT) which aims to benefit all learners enrolled in higher education institutions. The Mission’s objectives are to promote e-content generation, increase connectivity between institutions and learners, and provide open educational resources, such as virtual laboratories and learning platforms, as well as online testing and certification. It aims to increase the online availability of teachers and to improve training so as to empower teachers to use new learning methods.
Thanks to these advances in India specifically  IIT (Indian Institutes of Technology) and ISB (Indian School of Business) have made the majority of these courses also available to every home in our region freely through the satellite receiver Breathing Life Into Outdated Curriculum - these can easily be recorded on a USB at one receiving station e.g. at the idea demonstration station at my home in Hunza and distributed to all desirous of acquiring compatible knowledge and skills in a global world.

DIAMOND JUBILEE GOALS – 11th July 2017;
1. Poverty alleviation.
2. Stabilization and strengthening of institutions.
3. Improvement in education from early childhood to tertiary education.
4. Improvement in infrastructure particularly water and energy.

ROLE OF CIVIL SOCIETY:

“This endeavor was based on the ever-increasing appreciation that the social change and the improvement in the quality of life of the various communities around the world is driven by the capacities of civil society. Increasingly the role of the governments is expected to be an abler for the civil society to grow positively. Fortunately in many of the countries where the Jamat is living public and private sectors recognize the need and benefit to integrate the civil society and it is within that context since the last ten years the AKDN has expanded its activities.”
“An important facet of modern development thinking is that societies can best strengthen themselves by mobilizing their own dynamic forces rather than relying on external support and direction.”
"The AKDN because of multiplicity of its activities in economics, health, education, cultural activities and others is exceptionally well placed to enhance the development of civil society in many countries of the world. It is led by generous men and women who offer their competencies and their time, many without any compensation so as to contribute to the improvement of quality of life in their societies. These initiatives draw support from our as well as other communities and institutions and their outcomes are measured against best practices. Both measuring device and optimization of performance are key contributors to positive outcomes, thus I wish to thank them today all those who have contributed and are contributing to our actions in various parts of the world through various entities and to say how much I admire and am grateful for their work."

Multifaceted Proposal towards “Knowledge Society”:

Many of the VO/WOs in our region have savings running into a few million each. Rs. 50,000/00 safe investment in a project doable in seven days can be accomplished to provide electricity for 3 to 4 hours each day and a single distant learning/telemedicine station (DATA DRIVEN HEALTH CARE) to a cluster of ten households. Idea demonstration project running in Khurukushal Khan WO under BRSO since 2013. This can be replicated in each WO/VO without waiting for external inputs.
TELEMEDICINE

Welcome development, Chinese establishes three state-of-the-art lifelong learning centres and open universities in Hunza towards the development of HR in the global world. Propose the LSOs in the area must motivate populations to avail of these facilities, and also name these centres in the context of dedicated individuals of their respective regions. In Altit, I propose the centre be named GHULAMUDDIN LIFELONG LEARNING CENTER AND OPEN UNIVERSITY.

Free high-speed INTERNET in Hunza, part of Cross Border Optical Fiber Cable Project:
The infrastructure has been provided by the Chinese and also tested. Will be available to populations only when GOP (SCO) issues NOC. We request GOP to facilitate the establishment of a KNOWLEDGE SOCIETY in the region by issuing the NOC.

I am willing to train all TKN volunteers towards effective utilization of these facilities as these are steps towards attainment of three of the four D. J. Goals.

A good example that is a help in my advocacy:

Subject: An Appeal for Enforcement of Law

Dear Sir,

It was a memorable experience to hear your views on this topic. I am pleased to share a year 2002 attempt in which a number of government agencies had given a very encouraging paper response as you can gauge from the following list of correspondence:
a. Government of Pakistan Office of the Inspector General of Police Northern Areas Gilgit No.IGP-CR.1(21)/1054-60/02 dated 01-08-02.
b. Formation Monitoring and Coordination cell care of HQ Artillery FCNA Care of Field Postal Unit-5 no. 222/49/FMCC dated 3 Aug 2002.
c. Office of the Assistant Commissioner Hunza No. Misc-2669-74/99 dated 26th July, 2002.

Regrettably the ground situation in 2017 is no different from what was shared through this communication. Your discussions have given me a new ray of hope that community efforts will find a truly motivated custodian of law.
With best hopes for timely actions in the matter.

Your's sincerely.

To: The Chief Secretary NAs Gilgit
Subject: An Appeal For Enforcement Of Law (President Order No. 4 Of 1979) On Prohibition Of Intoxicants/Narcotics In Northern Pakistan.

Dear Sir.

As a socially conscious and responsible citizen, I feel deeply concerned about the widespread and unchecked currency of the substances in the region. It is submitted that manufacture, trade and use of intoxicants/narcotics of various descriptions have gained such proportions that the fate of future generations of the area are obviously at stake. Dis-coordinated efforts at community level have proved ineffective for following reasons:

Intoxicants were being smuggled from China/other regions; thanks to the recent measures taken by the Central government, for the time being this source is somewhat under control.

Some influential personalities/government servants of the region are in league with the manufacturers and active in blunting the efforts of officials at lower ladders. Honest government servants feel harassed to take any effective steps to enforce the law of the land on the topic.

There has been little interaction between the administration and the civil society to evolve a joint strategy to combat this menace.

There are damaging perceptions within the society that those responsible to combat the narcotics have developed tolerance due to obvious material advantage and possible share in the monetary benefits.

There is another perception that the government has also developed a soft corner for the use of liquor as a method in attracting foreign tourists to the region, thereby adding to the national economy.
In parts of Gilgit and Ghizar districts a campaign has been revived to sensitize the population about the ill-effects/religious injunctions on the topic and to prepare a ground for cooperation with the government in controlling this menace.

It is therefore solicited that all concerned agencies responsible for controlling this menace be reinvigorated; delinquent influentials and officials blunted/punished for their attempts in acting as shields for the manufacturers/traders/smugglers. An obvious starting step would involve issuing notices to some of the hotels which have indulged brazenly on providing attractive venues for this trade.

I hope and pray that you would take all possible steps to control and in fact, to eradicate this menace to the society and future generations. Of course I'll continue vigorously in motivating the communities as well as monitoring consistently.

Copy of this letter is also being sent to other responsible officials/community leaders for necessary information and action throughout Northern Pakistan.

With best hopes for timely actions in the matter. Your's sincerely.
